We know very well that the leadership of the Hainan Provincial Commission for Discipline Inspection of the Communist Party of China (hereinafter referred to as the Hainan Commission for Discipline Inspection) respects (dare not offend). Since the case occurred in Hainan, it is necessary to complain to the secretary of the provincial party Committee. If Hainan province does not take action (corrupt officials will not be investigated), the case will be reported to the prime minister.

In view of the fact that on April 18, 2019, we lodged a complaint with Zhu Hongwu, the mayor of Danzhou City, asking the relevant units to investigate the whereabouts of the relief fund of 703,000 yuan from Haitou Town Government: "The complaint has been transferred to Hainan Commission for Discipline Inspection", but the relevant units did not take it seriously. We have no way to petition Hainan Commission for Discipline Inspection on May 10 and do nothing. This is purely a violation of the "Regulations of the People's Republic of China on Letters and Visits".

According to the provisions of Article 21 of the Regulations on Letters and Visits, … decide whether to accept and inform the petitioner in writing within 15 days from the date of receipt of the transferred or assigned letters and visits, … and the provisions of Article 14, paragraph 1, that letters and visits that fall within the statutory authority of this organ shall be accepted and shall not be prevaricated, perfunctory or delayed. For petitions that do not fall within the scope of the authority, the petitioner shall be informed to submit them to the competent authority.

It is puzzling that the "clean and honest" Hainan Commission for Discipline Inspection refused to reply to the complaint twice a month. Is this the usual style of leaders? According to Article 21 of the Regulations on Letters and Visits, this reflects the incompetence of the relevant personnel of Hainan Commission for Discipline Inspection. It deliberately violates the Regulations of the People's Republic of China on Letters and Visits, despises the relevant personnel for serving the common people, harbors corrupt officials, and violates the Chairman's speech on fighting corruption, insisting on fighting "tigers" and "flies". Let me ask, Hainan Commission for Discipline Inspection has done so, and whether the leadership has been praised by the leaders of the four groups! Therefore, the disaster victims firmly believe that it is only a matter of time before the relevant personnel of Haitou town government are investigated to swallow up the relief funds. The disaster victims also firmly believe that anyone who tries all means to obstruct will not succeed!

The above reflects the determination of the disaster victims. For the sake of the country and the people, it is necessary to recover the funds for disaster relief that are unaccounted for and to investigate the legal responsibility of corrupt officials. As the current secretary of the Hainan Discipline Inspection Commission (化名：蓝安), don't such corrupt officials be investigated (习主席反腐讲话"要做到贪官伸手必被捉")? The people of Haitou Town will wait and see.
